Latest update on the development of Tourism and Regulation of Visitor Accommodation (Wales) Bill

The Development of Tourism and Regulation of Visitor Accommodation (Wales) Bill has been progressing through the Senedd’s legislative process.

Several Committees have

  • held oral evidence sessions,
  • reviewed a range of written submissions from stakeholders across the tourism and accommodation sectors, and
  • published reports containing their recommendations. 

These discussions and recommendations aim to shape the future framework for visitor accommodation regulation in Wales.

Where are we at: 

  • Stage 1 - Committee Reports:  Committees published their reports on 19 December 2025. These are available on the Bill pages of the Senedd website
  • General Principles Debate: The Senedd debated and agreed the general principles of the Bill on 13 January 2026.
  • The Welsh Government responded to the reports during the General Principles debate, and in writing. These responses are also available on the Bill pages of the Senedd website.
  • Stage 2: The Bill can be amended during this stage by means of amendment. Detailed consideration by the Senedd’s Economy, Trade and Rural Affairs Committee of the amendments tabled took place on 5 February. 
  • Stage 3:  A further amending stage, where amendments were considered in full plenary session by the Senedd on 10 March.
  • Stage 4 - Vote on the final Bill by the Senedd: at which the Bill, as amended following stages 2 and 3, was voted on. On 17 March 2026 the Senedd passed the Development of Tourism and Regulation of Visitor Accommodation (Wales) Bill. A version of the Bill as amended at Stage 2 will be available on the Bill pages of the Senedd website

The next steps: As the Bill has been passed by the Senedd there is a brief period during which the UK Government’s Attorney General or the Counsel General are able to raise concerns about the Senedd’s competence to make the legislation. If no issues are raised, it will then proceed for Royal Assent. If the bill receives Royal Assent, it will become an Act of the Senedd.
